The Pennsylvania Human Relations Commission, or PHRC, enforces state laws that prohibit discrimination: the Pennsylvania Human Relations Act, which covers discrimination in employment, housing, commercial property, education and public accommodations; and the Pennsylvania Fair Educational Opportunities Act, which is specific to postsecondary education and secondary vocational and trade schools.
In general, PA law prohibits discrimination based on race; color; religious creed; ancestry; age (40 and over); sex; national origin; familial status (only in housing); handicap or disability and the use, handling or training of support or guide animals for disability. Retaliation for filing a complaint, opposing unlawful behavior or assisting investigations is also illegal.
PHRC investigates employment discrimination complaints on behalf of the U.S. Equal Employment Opportunity Commission, or EEOC, and housing discrimination complaints on behalf of the U.S. Department of Housing and Urban Development, or HUD. The Bucks County Housing Authority (BCHA) provides affordable public housing for eligible senior citizens, families, and disabled people. They have developments throughout Bucks County in Bristol, Bensalem, Doylestown Township, Perkasie, Sellersville, Telford, and Quakertown. The Authority also serves as the administrator of the Housing Choice Voucher Program (HCV), also known as Section 8, which provides housing for over 2,500 individuals or families throughout Bucks County in housing owned by private landlords.
Section 8: The Housing Choice Voucher Program (Section 8) is a federally funded program to assist very low-income families, senior citizens, and persons with disabilities afford decent, safe, and sanitary housing in the private market. Families or individuals are free to find their own housing with participating landlords, whether in single-family homes, townhouses, or apartments.
Applicants are free to choose any housing that meets the requirements of the program. The selected housing option must meet minimum standards of health and safety as determined by the Bucks County Housing Authority (BCHA) and the Department of Housing and Urban Development (HUD).
